Item Agricultural Sector and HIV/AIDS Pandemic in Africa: The Economic Retrogression Model(Scientific Research, 2016-04) Apata, Temidayo Gabriel; Oladapo, Moshood Olatunde; Kehinde, Adetunji Lawrence; Apata, Olasimbo Motunrayo; Agboola, Timothy OlusolaObjective: Agricultural activities in most African countries demand human labour, the supply of labour to agriculture may be threatened if humans could no longer farm because of HIV/AIDS pandemic. Past studies have identified the alarming situation and challenges the spread of HIV/AIDS endemic poses to human existence and agricultural growth. Examining these interactions, and their direction, is useful for informing policy directives. Therefore, the general objective of this study is to examine interactions between HIV/AIDS pandemic and agricultural growth in Africa using a model of retrogression. Methods: Twenty countries in Africa identified as HIV/AIDS ravaged countries were taken as the areas of study. These countries are spread over four zones of the Northern Africa, the Eastern, the Southern and the Sub-Saharan Africa. A combination of analytical tools was employed to meet the study objectives. Results: The results revealed that long run economic cost of HIV/AIDS had a statistical positive significant relationship with agricultural/economic growth. The results suggest that there is a curvilinear relationship between the course of the HIV/AIDS epidemic and agricultural/economic growth in terms of human capita development. Conclusions: HIV/AIDS pandemic interactions and agricultural growth have demonstrated that a more balanced approach is necessary for effective policy.Item Back to baselines: measuring change and sharing data(BioMed Central, 2014) Förch, Wiebke; Kristjanson, Patti; Cramer, Laura; Barahona, Carlos; Thornton, Philip K.International research for development is under increasing pressure to demonstrate development outcomes that enhance people’s food security and well-being while preserving the natural resource base. The CGIAR Research Programme on Climate Change, Agriculture and Food Security (CCAFS) integrates thematic research at several levels with multiple global, regional and local partners, with the aim of identifying and testing pro-poor adaptation and mitigation practices, technologies and policies for food systems, adaptive capacity and rural livelihoods. We describe a process to design and implement baselines across 2,095 households and 108 villages spread over 15 sites in 12 countries of West and East Africa and South Asia, and to archive, document and analyse the data and make them publicly available. We critically examine the process in relation to design, institutional arrangements, and partnerships. The process was long, complex and expensive. We share important lessons learned regarding how to obtain baseline data for rural populations in agricultural systems, as a basis for prioritising research and monitoring progress towards enhanced food security and increased household welfare, in part through uptake of sustainable changes in agricultural practices.Item Drivers of rice production: evidence from five Sub‑Saharan African countries(2015) Nasrin, Sultana; Lodin, Johanna Bergman; Jirström, Magnus; Holmquist, Bjorn; Djurfeldt, Agnes Andersson; Djurfeldt, GöranBackground: In spite of considerable rice production gains over the past 50 years, Sub-Saharan Africa is becoming increasingly dependent on rice imports as demand is outpacing domestic supply. The serious economic and social strains caused by this have urged national leaders to address production deficits. The aim of this article is to analyse and discuss the drivers behind recent changes in rice production in Africa South of the Sahara, focusing on Ghana, Malawi, Nigeria, Tanzania and Mozambique. Considering the period 2002–2008, we model production performance and changes in production amongst 317 rice-growing households using multilevel and longitudinal data. We evaluate and discuss the role of three key processes: the role of commercial drivers, farm technology and macro-level conditions. Results: We show that until 2002, production was driven by a combination of the three key processes considered, while during the period 2002–2008, production increases were primarily associated with area expansion and commercial drivers. This suggests that production lately has been more driven by processes of extensification than intensification. We also note that in none of the periods considered, the share of the state budget allocated to agriculture had a significant effect on production and that recent developments do not give any obvious support for an Asianstyle state-driven Green Revolution in rice in Sub-Saharan Africa. Conclusions: The role of commercialization in explaining changes in production suggests that policies strengthening food staple markets in the sub-continent hold great potential for driving rice production in the near future. Due to the scarcity of available land, the possibilities of further growth in the rice sector are limited without an intensification of production. Hence, farmers also need to access new farm technology, and positive development of rice production would in turn contribute to an improvement of food security.Item To label or not to label: balancing the risks, benefits and costs of mandatory labelling of GM food in Africa(BioMed Central, 2014) Oh, Jessica; Ezezika, Obidimma CThere seems to be growing controversy among interest groups worldwide about whether genetically modified (GM) foods need to be labelled. There are also growing concerns, particularly among civil society groups, about the potential danger of GM foods, for which labels are being demanded. Particularly in Africa, the issue of labelling GM foods requires attention due to the rapid growth of agricultural biotechnology initiatives. Using Kenya as a case study, and based on interviews with key agricultural stakeholders and a review of the literature, we present five points to consider in discussions on how the need for mandatory GM labelling should be assessed. This framework encompasses, and is underpinned by, important considerations about ethics, consumer autonomy, costs, stigmatization, feasibility and food security as they pertain to agricultural biotechnology.
